The Residents of Matveevka village of Domodedovo city appealed  President International Olympic Committee Jacques Rogge to move Olympic Games in Sochi 2014 outside of Russia.
Action Group of  Matveevka residents believes that Russian authorities continue to violate human rights and freedoms of peaceful assembly and  protest that  reflected in the bill of the Russian Government  about aggravated punishment for blocking the highway up to two years imprisonment.
The Residents of Matveevka village  warned Jacques Rogge that He being informed about crimes committed by Russian authorities in the name of  Olympic Games the residents  have the  rights to appeal Swiss Federal Police and the International Criminal Court against authorities of  IOC too  in the event of continuing of violation their rights and freedoms .
Also, Action Group of  Matveevka residents invited Mr Rogge to visit  personally Matveevka village for  listening the victims, their families, meeting with the residents of the village seeing  the damages caused during the preparing for Olympic Games in Sochi of 2014.

Association of Russian Lawyers for Human Rights addressed President International Olympic Committee Jacques Rogge with its own appeal for supporting rights and freedoms of residents of Matveevka.

Dear Mr. Rogge!

We are the residents of Russian village Matveevka, appeal to you for protection our human rights - our right to life, the right to respect for our private and family life, our home, right to the peaceful enjoyment of our possessions of our homes and land which were violated grossly by Russian government.
Matveevka is a village located 30 km far from Moscow was populated by disabilities, orphans, veterans of World War II, retires to provide them homes by the Municipality of Domodedovo city in 1991. At the moment, the village has more than 300 houses, with population about 1000 people. All the houses are owned by the villagers and documented appropriately as a private property.

All our plots and houses of our village are reflected in the master plan of Domodedovo city.
04 September 2009, we were faced with unlawful violation of our village borders by bulldozers and excavators: the workers despite the protest of residents of Matveevka uprooted ancient trees - the only environmental shield that separates the houses from the highway M4 “DON”.
During few hours the fertile soil with layer depth of 50 centimeters, fruit trees and gardens for 500 meters in the village were destroyed completely.

The workers did not the documents that allow them produce this kind of work: the workers and their superintendents referred to Vladimir Putin's decision, taken in connection with the expansion of federal highway M4 "DON" - the only thoroughfare following directly to a Sochi, the capital of the Olympic games in 2014. The work was performed due future Olympic Games in Sochi.

After working with the soil the vehicles headed to our homes and tried to begin to destroy it.
We had applied to law enforcement authorities, but police refused to intervene in the actions of the builders, also referring to the decision of Vladimir Putin.

We are the residents of Matveevka, men, women and children, old people were forced to stop independently the violation of our human rights. Recognizing the danger to life and health: our residents went under the bulldozers, climbed into the buckets, creating obstacles by their bodies for the trucks.

The work was stopped for several hours.
05 September 2009 we blocked a federal highway M4 "DON" on the 52nd kilometer to attract the attention of federal authorities to the illegal construction and violation of our rights, covered by Prime Minister' s decision .

The day after the block of the highway, the negotiation was held between Matveevka residents and Government constructing corporation "Roads of Russia "- the representatives of the Ministry of Transport of Russia. Next day all the agreements were violated by constructing corporation "Roads of Russia ".

In connection with numerous violations of our rights, we appealed to the court in September 2009, but our complaint are not proceed with the case yet.  
Expansion of the highway and the installation of the items tolls is impossible at the 52-km, because it is a direct threat to the destruction of our homes: the average speed of cars is 120 km / h, which would take away cars on the roofs of our houses.

Construction of the items tolls in the territory of the municipality - of Domodedovo city which includes Matveevka is impossible because of the results of the Municipal referendum 02 December 2007, when more than 95% of residents of Domodedovo city voted against the construction of toll roads within their city.
Igor Levitin a Minister of Transport of Russia went to the place of illegal construction in a week after the block of the highway, but he refused to contact with the residents Matveevka and the Municipal Administration.
The Administration of municipal of Domodedovo city, Moscow Region Governor sent the appeals to Igor Levitin a Minister of Transport, demanding to stop non-consensual and illegal expansion of the highway M4 "DON".
In defense of the village we organized the pickets and the rallies.

Authorities suppressed our activists: we suffer psychological pressure, we receive threats of physical violence, threats to burn the house, if we do not stop the protest against the illegal construction of the highway.

In October 2009, the residents of Matveevka suffered another Government provocation: without the permission of the owners, mass of illegal immigrants began to occupy our housing.

Law enforcement authorities refused to defend our rights, defiantly showing that the occupy of illegal immigrants agreed with them.
Only thanks to civil activity of our residents, understanding of provocative situation and mass-media attention http://www.vesti.ru/doc.html?id=315161, we managed worthy to get out of the situation. Illegal immigrants disappear just as suddenly as they appeared.

We note that in 2009 Russian government started actively using illegal immigrants as a tool of political struggle, a notable example of it is election in Moscow in October 2009, when illegal immigrants with fake documents voted at the polling stations.
In December 2009, the Ministry of Transport of Russia initiative amendments of Russian Criminal Code: participation in protest actions that prevent the traffic, for example block of the highway, the citizens can be sentenced for two years of imprisonment. The bill is pending in State Duma of Russia.

We consider the bill as an attempt to deprive human right to protest against the illegal actions of the government.

Dear Mr. Rogge, the experience of civil protest movements in Russia, examples of physical violence and killings of activists who defend openly human rights and freedoms convinces us that the construction of the highway and illegal demolition of houses will continue in the spring of 2010.
We impeach the national law enforcement bodies and judicial authorities because of their complete inaction because of their absolute dependence on Russian Government .
For this reason we impeach Russian Olympic Committee.

Dear Mr. Rogge, on the basis of the above, please:
1. Intervene personally in the situation discrediting the reputation of International Olympic Committee;
2. Indicate to Russian Government on the inadmissibility of violations human rights and freedoms during the preparation for Olympic games in Sochi of 2014;
3. Raise at next meeting of IOC the question of transfer of winter Olympic Games in Sochi of 2014 on the territory of another state.

In case of our appeal will be without proper consideration, we will be forced to appeal to International Criminal Court in Hague, as well as Federal Office of Police in Switzerland.
