At the same time recognizing the unity and diversity of the peoples of Europe, we are making contribution to decide pan-European issues.
We are concerned about destabilization of the global financial system.
We believe that it is necessary to determine the causes of the crisis. The destabilization caused by primarily miscalculations of the global economists, erroneous assessment of the global situation of the governments of the leading states and corruption.
Seriousness of the problems created by corruption endangers the stability and security of society, weakening democratic institutions and values, ethical values and justice that damage sustainable development of law.
Global character of the current financial crisis has caused need of joining civil institutions of European community to eliminate the reasons of instability and to recovery global financial and economic system. The global financial crisis creates favorable conditions for growing of corruption at national and internationally level.
In this regard adapting anti-crisis measures may be ineffective and only aggravating the crisis that it may lead to unpredictable consequences for the global economy.
We consider that it is necessarily to adapt urgent steps for attracting institutions of civil society in development and further implementation of international anti-corruption programs.
The first step in this direction is civil control of international bodies, national governments during preparing and approving anti crisis decisions.
The second step is adoption of anti-corruption programs to overcome the financial and economic crisis at international level.
At European level, there is no such programs, in connection with that it is necessary to adopt a special anti-corruption convention.
The beginning of realization of the proposed program of civil control is a founding of Open European Anti-Corruption Center CLEAN HANDS WITHOUT BORDERS. The basis of the new civil institution is a successful experience of Russian Anti-Corruption project "Association of Russian Lawyers for Human Rights".
