As the speaker of the Association of Russian Lawyers for Human Rights said, the experts of the Association held the monitoring of the situation with the compliance of human rights and freedoms in Ukraine from November 2013, and in connection with the fact of the surge of number allegations of torture and inhumane treatment, the experts decided to prepare the special report for the UN Committee against torture.
The report includes as a well-known cases of human rights violations, such as the tradegy in Odessa 02 May 2014, and also the facts of involuntary disappearances and extrajudicial executions.
As the press service of the Association of Russian Lawyers for Human Rights said, 80-page report was sent to the General secretary of UN Ban Ki Moon, then the report will be sent to the UN Committee against Torture and Ukraine will be invited to cooperate within the framework of consideration of complaints and appeals contained in report for the elimination disorders. In case of refusal of Ukraine on cooperation, the UN will be formed the special group for the investigation of the violations in Ukraine with the purpose of gathering the facts and evidence of violations outlined in the report.
Formally, the Association stressed, the report meets the requirements of the UN Committee against Torture and prepared taking into consideration the principles contained in the UN Convention against Torture and Other Inhuman or Degrading Treatment or Punishment and the Optional Protocol to the Convention, adopted by Resolution 57/199 of the General Assembly the United Nations of 18 December 2002, as well as the provisions of the Geneva conventions of 12 August 1949 relative to the protection of civilian Persons in time of war, of the Additional Protocol to the Geneva conventions of 12 August 1949, and relating to the protection of Non-International armed conflicts (Protocol II) of 8 June 1977.
In addition, these experts of the Association of Russian Lawyers for Human Rights, the current violations of human rights and freedoms in Ukraine, the frequent appearances of neo-Nazi attacks on LGBT people, people with left-wing views, extrajudicial killings of persons who do not share the nationalist point of view, highlight the report relevant again, and the need for response UN Committee against torture.
As commented on the results of monitoring of the human rights activist Maria Bast, each person has all the rights and freedoms, and any state is obliged to respect the rights and freedom, and if the government does not take necessary measures to protect human rights and freedoms, and is itself the source of the rights and freedoms of human rights and not willing to change its position, then the violation of human rights and freedoms can not be subject only to the internal affairs of the state, and are already the subject of international bodies and human rights organizations. These rights and freedoms of human rights in Ukraine, starting from the tragedy in Odessa and ending with the latest developments, given that Ukraine does not able to protect its citizens, the Association for its part, considers it necessary to inform the international institutions and the public about existing violations and to express in for violations of their concerns.
