14 of September 2012 CLEAN HANDS: BELKA AND STRELKA AGAINST CORRUPTION

The specialists of All-Russian Anti-Bribery Public Office Clean Hands announced the commencement of the public campaign "Belka and Strelka against corruption!" on reaction to corruption in Russian space industry. Within the campaign the specialists of the Office plan to monitor the activity of space industry companies in terms of level of corruption risks and detection of conditions favouring corruption, as well as to evaluate the efficiency of measures taken to resist corruption both within the space industry and by law enforcement agencies.   Within the frameworks of public monitoring one will analyse the information in mass media concerning activity of space industry companies, accept messages from the employees of the space industry as well as information about the state of Russian astronautic science obtained from scientists and engineers working in Russia and abroad.  The specialists of the Clean Hands Office guarantee the confidentiality to all    applicants.
The specialists of the Clean Hands Office made a decision to start monitoring  in view of messages received from space program developers, informing about sorry state of the Russian astronautic science due to high level of corruption and impossibility to implement and develop space programs. According to scientists many technologies were sold abroad, e. g. Chinese space ships are the copies of legendary SOYUZ.  In 2011 Russia lost three communication satellites, cargo ship and space station, in 2012 there was unsuccessful launch of "Proton-M" which had to put in orbit communication satellites "Express-MD2" and "Telecom-3" by reason of failure of upper-stage rocket "Briz-M". Recently Russian Vice Prime Minister Dmitry Rogozin announced the plans to build Russian space base on the    Moon.
The specialists of the Clean Hands Office analysed space programs of other countries, in particular China, India, Holland, USA and came to the conclusion about serious lagging of Russian space industry behind the global one:  Russia became outsider in space exploration, despite financing sufficient for development of the Russian astronautic science.  In the specialists' opinion, suspected corruption in this case is quite    reasonable.
According to the Clean Hands specialists, e. g. Chinese program of space exploration provides for construction  of space base on the Moon by 2020, Mars One European program, implemented by the Dutch and Danish scientists, includes Mars colonization by 2023 and recruitment of astronauts is to start in 2013, NASA program "Hundred-Year Starship" is aimed at exploration of Mars and deep space etc.  It is obvious that the world is on the threshold  of exploration of space and its subsequent colonization.  Russia yielded the palm to USA, Europe and China which compete with each other for space exploration for the purpose of colonization, while Russia interests are taken into account only within the frameworks of implementation of international    programs.
